Default 1998 Honda Civic D16y8 Turbo Vtec

Whats up guys,
I recently purchased the honda for 3 g's here in Miami and after realising how much of a cow it was..i decided to drop a turbo in it. I found a used kit for 400 and lnstalled it about 1 month ago. the car was running a little warm BEFORE i put the turbo in..so i decided to remove the thermostat and go ahead with the install ( excited ) sure enough it ran warm and started sucking up the water..so that with the overheatinvg i figured it was the head gasket. I ordered arp composite head gasket..arp studs..ngk spark plugs and a new radiator with new fan. i found someone to do the labor for 150 ( the guy was my patient im a paramedic in miami). when we pulled the head out we didnt see any cracks but noticed a problem with the valves. sent it to the shop and it came back brand new.(200)
put it back together and sure enough it still smokes. when i got home i popped the hood and noticed the guy didnt put the dipstick back on (oil everywhere) so in the morning i cleaned it up and also found the engine had 6 quarts..not 4.
drained the oil and put the 4 it needed...smoke is less..but the weird thing is..
the car smokes after i stop at a light. when it sits iddling..it does NOT smoke.
someone told me it could be piston rings..other say the turbo itself...

so my question is the following (sorry for rambling)
which do you think it is? 2 much oil and the engine needs to burn it..turbo issue or piston rings?

also...if it is the pistons am i better off changing the whole block?
any upgrades recommended is greatly appreciated.
thanks
Alex

Well that would mean you were pushing oil past the turbo oil seals (no good) . I would make sure your head studs are torqued to spec... I don't know why this guy would put 6qrts of oil into a 1.6L.... Is your PCV hose connected to your manifold? Do you have a 1-way valve on it? Try to blow into it. if you can, its blown and you're getting blow-by. You need to either put the PCV valve on a 1-way check valve or connect it between your turbo air filter/turbo inlet. Heres a link to proper PCV configuration after turbo install.

Thanks for your reply. The car has been smoke free since fixing the kink but I did notice some lag when I go off Work today. It was right when I got into the car so after a cold start so whatever. I'm meeting up with my buddy who works on grandnats to check out the turbo seals.
-2 questions:
1) new vs rebuilt turbo
2) what should I upgrade internal wise on the d16y8.
Thanks!!
